SIBLAC Convenor Urges Bhutia-Lepcha Community in Sikkim to Protect Constitutional Rights in Letter to CM Tamang

In a significant appeal, Tseten Tashi Bhutia, the Convenor of the Sikkim Bhutia Lepcha Apex Committee (SIBLAC), has called upon the Bhutia-Lepcha community to unite in safeguarding their constitutional rights. On March 2, 2025, Bhutia penned an open letter to Sikkim Chief Minister Prem Singh Tamang, emphasizing the need to preserve the unique privileges guaranteed to the indigenous communities under Article 371F of the Indian Constitution.

Bhutia expressed concern over what he perceives as a gradual erosion of the rights of the Bhutia and Lepcha people, who form a minority in Sikkim. In his letter, he urged the state government to take proactive steps to ensure that the constitutional safeguards, enshrined during Sikkim’s merger with India in 1975, are upheld. He highlighted that these protections are vital for maintaining the cultural identity and political representation of the Bhutia-Lepcha community.

The SIBLAC leader stressed the importance of collective action, encouraging community members to remain vigilant and assertive in defending their heritage. Bhutia’s letter also called for dialogue with the state leadership to address longstanding issues, including equitable representation and the preservation of traditional practices, which he believes are at risk due to modern developmental pressures.

This appeal comes amid growing discussions in Sikkim about balancing progress with the protection of indigenous rights. Bhutia’s outreach to CM Tamang underscores SIBLAC’s ongoing efforts to advocate for the Bhutia-Lepcha community, reinforcing their role as a key voice in the state’s socio-political landscape. The letter has sparked conversations about the future of constitutional safeguards in Sikkim, with many awaiting the government’s response to these pressing concerns.
