UPPL Unveils ‘People’s Manifesto’ for Assam Polls, Pledges Full Implementation of BTR Peace Accord and Inclusive Development

Kokrajhar: The United People’s Party Liberal (UPPL) on April 2 released its much-awaited ‘People’s Manifesto’ at the party’s central office in Kokrajhar, outlining a comprehensive vision for peace, harmony, and all-round development in the Bodoland Territorial Region (BTR) ahead of the Assam Assembly elections on April 9.

Party president and former BTR Chief Executive Member Pramod Boro formally unveiled the document, describing it as a true “People’s Manifesto” prepared after extensive consultations with various stakeholders. He expressed strong confidence that UPPL would deliver a resounding performance and play a pivotal role in forming a “pro-marginalised, people-centric government” in Assam.

Key Pledges in the Manifesto:

  • Peace and Harmony: Sustaining peace through continuous dialogue, inclusive governance, and formation of subdivision-level peace committees.
  • BTR Peace Accord: Expedite full implementation of the BTR Peace Accord 2020, including constitutional and institutional strengthening such as creation of 60 MCLA constituencies and ensuring direct central funding to the BTR government.
  • Land Rights: Distribution of land pattas to eligible landless families and resolution of all long-pending land-related issues.
  • Education: Promotion of Rabha, Koch-Rajbongshi, and Santali languages as mediums of instruction in schools; establishment of a Central University in Baksa and an NIT in Udalguri; expansion of scholarship schemes.
  • Healthcare: Strengthening of hospital infrastructure with adequate staffing, ambulance services, and dedicated support for cancer care.
  • Social Welfare: Financial assistance for senior citizens, support for persons with disabilities, and welfare schemes for pilgrims of all faiths.
  • Youth Empowerment: Setting up skill training centres, fellowship programmes, and employment-linked training initiatives.
  • Economy & Infrastructure: Development of roads, bridges, irrigation systems, and industrial parks; measures to double farmers’ income through modern technology, expanded irrigation, and better market access.
  • Environment: Protection of national parks and wildlife sanctuaries, mitigation of human-elephant conflict, and promotion of eco-tourism.

The manifesto also emphasises support for all religious institutions and leaders across communities, reflecting UPPL’s commitment to inclusive growth in the diverse BTR region.

With just days left for polling on April 9, the UPPL has appealed to voters in the constituencies it is contesting to back its vision for a peaceful, developed, and inclusive Bodoland Territorial Region.
