Yingkiong, Upper Siang District, Arunachal Pradesh – Residents of Karko village have taken a significant step forward in supporting one of India’s largest proposed hydropower initiatives by signing a Memorandum of Understanding (MoU) with the Arunachal Pradesh government. The agreement formalizes community backing for the preparation of the Pre-Feasibility Report (PFR) for the Siang Upper Multipurpose Project (SUMP), reflecting growing local engagement in the project’s preparatory phase.
This marks the fifth village in the region to extend such cooperation, following similar commitments from Riew, Riga, Pangkang (Kumku), and Begging villages. The MoU signing ceremony unfolded at the DC Bungalow meeting hall in Yingkiong, the district headquarters, with active participation from local leaders, senior district officials, and hydropower department representatives.

The MoU was executed between Dumiin Nokar, representing the pro-PFR residents of Karko village (where 76 out of 120 households endorsed the agreement), and Upper Siang Deputy Commissioner Talo Jerang on behalf of the state government.
