Investigators allege that he orchestrated the submission of 173 bogus applications, backed by counterfeit documents, in the names of fictitious beneficiaries from Lohit, Lower Dibang Valley, and East Siang districts. The plot, hatched at the Guwahati residence of co-accused Tarik Tolam, relied on a network of local accomplices who fabricated supporting paperwork under Langkam’s direction. The case, initiated in 2007 on credible intelligence, culminated in a chargesheet against multiple individuals in 2009. Langkam’s flight from accountability prompted a nationwide manhunt, culminating in his surrender to authorities. He was promptly presented before the Special Judge for CBI Cases in Guwahati, where the court ordered his remand to judicial custody pending further proceedings.
