Arunachal Pradesh Chief Minister Pema Khandu has rolled out a groundbreaking financial lifeline aimed at catapulting Industrial Training Institute (ITI) graduates into the entrepreneurial arena. Dubbed the Chief Minister Soft Loan Scheme (CMSLS), this initiative by the Department of Skill Development and Entrepreneurship seeks to bridge the gap between technical expertise and real-world ventures, empowering young talents to forge their own paths rather than chasing limited employment slots.

At its core, the program envisions a self-reliant state economy buzzing with innovation from the ground up. By providing accessible capital, it targets graduates in high-demand fields like electrical installations, welding, carpentry, automobile servicing, tailoring, and beyond, encouraging them to launch independent outfits that spark local growth and community upliftment. “When we invest in skills, entrepreneurship, and our youth, we invest in the future of this land,” Khandu emphasized, underscoring the scheme’s role in nurturing a generation of innovators who drive progress from within.

Eligibility is straightforward and inclusive, open to ITI alumni who completed their courses within the past three years. Aspiring applicants need only submit forms backed by essential documents to their respective ITI principals, streamlining the process for swift approvals. Successful candidates unlock tiered funding: an initial disbursement of up to ₹1 lakh in the first phase, scaling to ₹2 lakh in the subsequent round. To sweeten the deal, a one-time toolkit boost of ₹15,000 equips them with essential gear to kickstart operations in their chosen specialties.

Financial ease is baked in with attractive concessions—a 25% direct subsidy on the principal alongside a 7% interest waiver—slashing barriers for budding business owners. Application portals are readily accessible via the state’s dedicated skill development website, ensuring transparency and ease for those ready to leap from training benches to enterprise fronts.

This forward-thinking push dovetails seamlessly with national flagships like the Pradhan Mantri Kaushal Vikas Yojana and Startup India Mission, amplifying Arunachal’s skill ecosystem. “Our focus is to turn skilled youth into job creators rather than job seekers,” Khandu affirmed, highlighting how such targeted support can ignite a cascade of small-scale triumphs, from neighborhood repair hubs to specialized workshops that bolster economic resilience.
