Itanagar, March 10, 2025 — The Government of Arunachal Pradesh has declared the fiscal year 2024-25 as the ‘Year of Youth’, unveiling a budget that prioritizes youth empowerment, healthcare advancements, and sports infrastructure development.
Youth Empowerment Initiatives
Deputy Chief Minister Chowna Mein announced a dedicated allocation of ₹100 crore for youth-centric activities, emphasizing the state’s commitment to education, employment, and entrepreneurship. The government plans to cover 100% of tuition and hostel fees for Arunachal Pradesh Scheduled Tribe (APST) students admitted to Indian Institutes of Technology (IITs) for undergraduate courses. Additionally, 75% of training fees for Commercial Pilot Licenses and Merchant Navy Certifications from recognized institutes will be subsidized. The Innovative Arunachal Pradesh Scholarship for Academic Excellence Scheme will further support APST students admitted to the top 150 global universities by covering 75% of tuition fees, on-campus residence, airfare, and medical insurance.
Healthcare Reforms
The budget introduces comprehensive healthcare reforms, including doubling the MBBS seats at the Tomo Riba Institute of Health and Medical Sciences (TRIHMS) and initiatives to establish a new medical college in the state. Expansion of coverage under the PM Jan Arogya Nidhi and CM Arogya Arunachal Yojana aims to provide cashless health insurance to more families. To address rural healthcare challenges, compulsory rural postings for TRIHMS graduates and the establishment of Safe Birth Clinics in underserved regions are planned. Significant investments will be made to upgrade district hospitals and the Bakin Pertin General Hospital with advanced medical equipment.
Sports and Infrastructure Development
In a significant move to promote sports, the government has allocated ₹119 crore for comprehensive youth and sports development. The Arunachal Olympics Mission aims to prepare athletes for the 2028 and 2032 Olympic Games by providing top-notch coaching and mentorship. Plans include the construction of a FIFA-standard football stadium in Itanagar with a capacity exceeding 25,000, and the development of national-level stadiums in Pasighat, Ziro, Daporijo, Tezu, Aalo, and Chimpu. Existing facilities like the Golden Jubilee Outdoor Stadium and DK Badminton Academy will also be upgraded.
Education and Tourism Focus
The budget allocates ₹2,139 crore under the Arun SHRI Mission to bolster the education sector, including the establishment of 30 new Government Higher Secondary and Senior Secondary Schools and the construction of residential quarters for teaching staff. Investments are also directed towards infrastructure development for engineering and degree colleges, as well as the Bini Yanga Government Women College. In the tourism sector, ₹150 crore is earmarked to develop iconic treks and trails, enhance ecotourism, and organize events like the Femina Miss India Grand Finale. The introduction of a New Tourism Policy aims to promote film tourism and wellness tourism, with plans to develop infrastructure for adventure sports and hill stations.
