He once trained to fly fighter jets. Now, he’s sworn in to shape the future of Arunachal Pradesh’s civil services. The career of Taru Talo reads less like a resume and more like a novel.

A New Chapter Begins in Itanagar
On August 25, retired IAS officer Taru Talo was officially inducted as a new member of the Arunachal Pradesh Public Service Commission (APPSC) at a formal oath-taking ceremony held in Itanagar. APPSC Chairman Prof. Paradip Lingfa administered the Oath of Office and Oath of Secrecy to Talo in the presence of senior bureaucrats, dignitaries, and Commission officials. The ceremony was quiet but significant — the kind of moment that marks the beginning of something that could shape careers for years to come.

A Life That Defies Boxes
Talo is not your typical bureaucrat, and that’s precisely what makes this appointment interesting. A native of Ziro in Lower Subansiri district, he first stepped into uniform not as a civil servant but as a trainee fighter pilot at the Air Force Academy in Dundigal, Hyderabad. He later served as an Acting Sub-Lieutenant and became the first naval officer from Arunachal Pradesh — a distinction that still stands. That kind of background doesn’t just build a career; it builds character.
He belongs to the 2011 AGMUT cadre and retired from government service on March 31, 2026, after more than three decades straddling military and civil administration. During his bureaucratic career, he served across several key roles — Extra Assistant Commissioner at Tezu, Director of Tourism, Joint Secretary of Finance, and Director of Industries between 2021 and 2023. He was formally inducted into the Indian Administrative Service in April 2023, and before retiring, he held the charge of Secretary of Labour and Employment and Secretary of the State Election Commission.

What Talo Brings to the Table
Speaking after the ceremony, Talo urged aspirants to have faith in the Chairman and the members of the Commission. He was clear about what he intends to bring to the role — his experience running the State Election Commission, he said, would directly help him ensure that APPSC examinations and recruitment processes are conducted in a free and fair manner. That’s not a vague promise. That’s someone who understands the machinery.

Chairman Lingfa Addresses Reservation Rules
APPSC Chairman Paradip Lingfa also used the occasion to address an issue that has been on many candidates’ minds — the new recruitment rules providing 100 per cent reservation for eligible Scheduled Tribe candidates holding a Permanent Resident Certificate (PRC) within the specified recruitment framework. Lingfa confirmed that this provision would apply to new recruitments against vacant posts and upcoming examinations, strictly in accordance with government orders. He urged candidates to prepare seriously and trust the process.
The Commission, it seems, is signalling something important: accountability, transparency, and clarity of intent.
Taru Talo once trained for the skies. Now, from a different kind of post, he has the chance to lift others up.
