In a notable stride towards grassroots governance, the Arunachal Pradesh Cabinet, under the leadership of Chief Minister Pema Khandu, convened in Nyapin, Kurung Kumey district, on February 17, 2025, to unveil the Deputy Commissioners’ Conference (DCC) Outcome Report. This event was part of an unprecedented outdoor Cabinet session for Khandu’s current administration.
The DCC, held earlier in January, explored six pivotal areas under the themes of Healthy, Educated, Prosperous, Safe, Clean, and Beautiful Arunachal. The conference also included sessions on managing forest clearances, land acquisitions, ensuring scheme saturation, and clarifying the roles of guardian ministers and mentor secretaries.
The Outcome Report provides a comprehensive action plan for each district, detailing challenges, gaps, and recommended steps forward, complete with timelines for Deputy Commissioners to follow. The progress on these initiatives will be reviewed quarterly by the Chief Secretary to ensure adherence and effective implementation.
During this Cabinet meeting, several key decisions were made:
- Arun Parivar Patra Authority Bill, 2025: This legislation is designed to establish a centralized family database to enhance the delivery of welfare schemes and services.
- Institute for Transforming Arunachal (ITA): An approval was given to set up ITA as a think-tank to craft policies in line with the state’s vision towards India’s development goals by 2047.
- Handloom and Handicrafts Policy-2024: This policy aims to rejuvenate the sector by creating a digital registry for artisans, enhancing awards, and promoting traditional crafts.
- GST Amendment Bill: Updates to the state’s tax laws were sanctioned.
- Land Management: Changes to the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003, were endorsed to tackle land encroachments more effectively.
The session also addressed specific developmental needs for Kurung Kumey, including administrative reorganization, infrastructure development, and improvements in electricity and road networks.
This approach underscores the government’s dedication to localized governance, ensuring that development plans resonate with the unique challenges and aspirations of each district in Arunachal Pradesh.
