Meghalaya Receives Approval for Scientific Coal Mining Operations

Chief Minister Conrad K. Sangma Hails Milestone as a Historic Day

In April 2014, the National Green Tribunal (NGT) imposed a blanket ban on coal mining and transportation in Meghalaya due to the detrimental effects of unscientific mining methods, particularly rat-hole mining. This ban had profound economic implications, leading to a negative growth of (-) 59.36% in the mining sector and a (-) 2.82% decline in the state’s Gross State Domestic Product (GSDP).


Journey Towards Scientific Mining

The path to resuming mining activities involved extensive legal and procedural efforts. In July 2019, the Supreme Court recognized the rights of tribal communities over their land and resources, including coal, but maintained the prohibition on unscientific mining practices. This ruling paved the way for the state to explore scientific and sustainable mining methods.


Approval for Mining Leases

The Union Ministry of Coal has granted mining leases to four applicants, marking a pivotal step towards initiating scientific coal mining in Meghalaya. Chief Minister Sangma emphasized that this development ensures that mining activities will adhere to scientific procedures, minimizing environmental impact through sustainable and legally compliant extraction methods.

The approved scientific mining approach includes:

Expressing his satisfaction, Chief Minister Sangma stated, “In a significant step towards initiating scientific coal mining, the Ministry of Coal had last month provided approval for mining lease to four applicants out of the 17 prospecting license applicants.” He highlighted that this move is crucial for the state’s economic revival and aligns with environmental conservation efforts.
