No More Shortcuts: AAPSU Tells Arunachal Recruitment Bodies to Follow the New Rules — Now

If you thought the new recruitment norms would quietly gather dust in some government drawer, AAPSU has other plans.

The All Arunachal Pradesh Students’ Union has come out swinging, writing directly to the chairpersons of both the Arunachal Pradesh Public Service Commission (APPSC) and the Arunachal Pradesh Staff Selection Board (APSSB), demanding that the state’s newly notified uniform eligibility criteria be applied without exception — including for examinations already in the pipeline. AAPSU president Meje Taku and general secretary Mato Bui signed the letters, making clear this isn’t a polite suggestion.


What the New Rules Actually Say

The Arunachal Pradesh government officially notified the new eligibility norms this week, following a Cabinet approval on August 13. Under the revised framework, anyone seeking direct recruitment to a state government post must hold a valid Permanent Residence Certificate (PRC), an Arunachal Pradesh Scheduled Tribe certificate as an original inhabitant of the state, and demonstrate working knowledge of an indigenous tribal language. That last point is particularly significant — it’s not just paperwork anymore. The state is putting culture and identity at the center of public employment, which is something many in Arunachal have been demanding for years.


Language Test: Pass or Pay the Price

Here’s the part that really has teeth. Until the language proficiency test is formally integrated into competitive examinations, candidates who get selected will still need to clear it — just after joining. They get a three-year probation window to do so. Miss that deadline? Annual increments stop. Promotions get withheld. It’s a firm nudge that the government means business. AAPSU also specifically urged the APSSB to include this post-joining language test mechanism in all upcoming and pending recruitment notifications, so there’s no room for ambiguity.


No Selective Implementation, AAPSU Warns

This is where the student body’s message gets pointed. AAPSU didn’t just ask — it warned. Any delay, dilution, or cherry-picking in how the government order is applied will be met with “strong opposition from the student community.” Those aren’t empty words coming from an organisation that has historically been willing to take to the streets. The union wants the APPSC to bring Group A, B, and C posts under the new criteria immediately, not just for future notifications but for everything already in motion.


Why This Moment Matters

There’s something bigger happening here than administrative compliance. For a long time, local youth in Arunachal have watched government jobs slip away through eligibility loopholes that didn’t account for who they are — their roots, their certificates, their languages. This policy tries to close that gap. AAPSU pushing hard to make sure it’s actually implemented, rather than selectively enforced, reflects a community that has learned not to trust good-sounding notifications alone.

The rules are in place. The student union is watching. Now it’s on the recruitment agencies to prove the paper means something.
