Ten TVS NTORQ scooters. Two states. A gang of juveniles hiding in plain sight as labourers. Chimpu Police just pulled the curtain off one of the more brazen vehicle theft operations the Itanagar Capital Region has seen in recent memory.
How It All Started
It began with what looked like a routine theft. A TVS scooty went missing from the Zoo Road area of Itanagar, prompting the registration of Case No. 63/2026 at Chimpu Police Station under Section 305(B) of the Bharatiya Nyaya Sanhita. But what unravelled next was anything but routine. Chimpu Police intensified night patrolling and naka checking across the ICR after a string of two-wheeler theft complaints started piling up. During one such operation, officers stopped a juvenile — a child in conflict with law (CCWL) — who was allegedly riding a suspected stolen scooty. That one arrest, it turned out, was the loose thread that unravelled the entire operation.
Across State Lines to Assam
During questioning, the juvenile allegedly admitted to being part of a larger group involved in stealing multiple two-wheelers across the ICR, reportedly working alongside other juveniles. That’s when things got serious. A Chimpu Police team led by Inspector N. Nishant, Officer-in-Charge of Chimpu Police Station, along with SI T. Potum and other personnel, made the journey to Gohpur in Assam — and came back with five scooties recovered from different locations. Meanwhile, a separate team led by SI Taba Tate seized four more TVS NTORQ scooters at Ganga Village. All under the supervision of Itanagar SDPO Chera Saban, APPS. The total haul — ten TVS NTORQ scooters, identified through their chassis and engine numbers.
Labourers by Day, Thieves by Night
Here’s the part that’s genuinely unsettling. Preliminary investigation suggests these juveniles weren’t outsiders — they were living and working in Itanagar as labourers. They allegedly stole vehicles from within the capital region and quietly disposed of them in neighbouring Assam, where the trail would go cold. Four CCWLs have been apprehended so far. Their identities will not be disclosed, consistent with laws protecting children in conflict with law. Persons found in possession of the suspected stolen vehicles — alleged receivers and buyers — have also been served notices under Section 317(2) of the BNS, and their roles are being examined. The investigation is ongoing.
SP’s Warning to Buyers of Second-Hand Vehicles
ICR SP Jummar Basar appreciated the team’s work and made it a point to send a direct message to the public: be careful when buying second-hand vehicles. Verify the ownership documents. Don’t skip that step thinking it’ll be fine. He also advised vehicle owners to park in secure locations, use proper locks and anti-theft devices, and report any theft to police without delay. The rightful owners of the recovered scooties have been asked to approach Chimpu Police Station — through the station where they originally lodged their FIR — to claim their vehicles after ownership verification.
The fact that an entire cross-state theft network was allegedly being run by a group of juveniles working as daily labourers says a lot — about vulnerability, about opportunity, and about how quickly small crimes can spiral when left unchecked. Chimpu Police deserves credit for following the thread all the way to Assam. The real question now is how many more such networks are operating quietly across the region, waiting to be unravelled by the next scooty that goes missing on a quiet Itanagar street.
