Guwahati: To manage anticipated crowds and ensure smooth, orderly filing of nomination papers on the last day of the process, the Kamrup Metropolitan district administration has enforced prohibitory restrictions across key areas of Guwahati. The measures, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, come into effect immediately and target high-traffic zones near the District Commissioner’s (DC) office.
The restrictions were prompted by expectations of heavy vehicular movement, large gatherings of political workers, supporters, and candidates converging at the DC office on Hengrabari Road. The narrow approach road leading to the premises has raised concerns about potential traffic bottlenecks, safety risks, and disruptions to the nomination proceedings.
Key curbs include:
- Complete ban on rallies and processions proceeding beyond the Ganeshguri–Hengrabari Road junction near the Ganeshguri flyover.
- Strict prohibition on public assemblies or gatherings in and around the DC office premises on Hengrabari Road.
- Entry to the DC office restricted exclusively to authorized individuals participating in the nomination process, in line with Election Commission of India (ECI) guidelines.
The order, issued by District Magistrate Swapneel Paul, serves as a pre-emptive step to maintain public order, prevent congestion, and safeguard the integrity of the electoral process during this critical phase.
The final date for filing nominations for the Assam Legislative Assembly elections is March 23, with scrutiny scheduled for March 24 and withdrawal of candidature by March 26. Polling is set for April 9, followed by counting on May 4. In Kamrup Metropolitan district, nominations for several constituencies—including high-profile seats—are being filed at the DC office, making these restrictions essential for seamless operations.
Political parties, candidates, and the general public have been urged to fully comply with the guidelines and cooperate with authorities to avoid any inconvenience or legal consequences.
These measures reflect the administration’s commitment to conducting a free, fair, and peaceful election process amid heightened activity in the state capital as the 2026 Assam polls approach.
