Kuki-Zo Council Holds First Direct Talks with Manipur CM in Nearly Three Years of Ethnic Conflict, Focuses on De-escalation and Justice

Guwahati/Imphal: In a significant development toward reconciliation in Manipur’s prolonged ethnic strife, the Kuki-Zo Council (KZC) held its inaugural official meeting with Manipur Chief Minister Yumnam Khemchand Singh on March 21 in Guwahati, Assam. The session, lasting approximately one hour and 45 minutes, served as an ice-breaking dialogue after nearly three years of tensions that erupted in May 2023, resulting in over 260 deaths and widespread displacement.

The meeting marked the first direct engagement between the state government and the KZC, a body representing Kuki-Zo communities, amid ongoing ethnic conflicts primarily involving Meitei and Kuki-Zo groups, with related frictions including between Kuki and Tangkhul communities.

During the discussions, the KZC delegation raised several key concerns:

  • De-escalating ethnic tensions, particularly between Kuki and Tangkhul groups
  • Demanding justice for victims of violence as a prerequisite for lasting peace
  • Maintaining buffer zones in sensitive areas until a comprehensive political settlement is achieved
  • Expediting talks on the Suspension of Operations (SoO) framework involving armed groups

Chief Minister Singh outlined measures already initiated by his government to restore peace and normalcy, expressing appreciation for the KZC’s willingness to engage in dialogue. The discussions remained preliminary, with no formal agreements or decisions reached, positioning the meeting as an initial step toward broader reconciliation efforts.

The talks followed the Manipur government’s invitation extended earlier in March, highlighting a shift toward direct communication despite past inconsistencies in recognizing bodies like the KZC. This engagement comes against the backdrop of persistent challenges, including displaced populations, buffer zone enforcement, and calls for accountability in the ethnic violence that has deeply affected the state’s social fabric.

Both sides emphasized the importance of continued dialogue to address root causes, ensure justice, and pave the way for sustainable peace. The outcome is viewed as a cautious yet positive move in a region long marked by mistrust and sporadic clashes, with hopes that future interactions could build momentum for more substantive resolutions.
