Arunachal SEC Rolls Out On-the-Spot Voting for Polling Staff in Landmark Move for Panchayat and Municipal Elections

In a pioneering step to bolster democratic participation and safeguard the voting rights of election personnel, the Arunachal Pradesh State Election Commission (SEC) has introduced on-the-spot voting for the first time, replacing the traditional postal ballot system. This facility will enable over 15,000 polling staff deployed across the state to cast their votes seamlessly during the upcoming municipal and panchayat elections on December 15, 2025.

The initiative, announced through an official order by SEC Secretary Taru Talo, empowers Municipal Returning Officers (MROs) to facilitate voting for personnel on election duty, ensuring no one is deprived of their franchise due to official commitments. It aligns with Article 243ZA of the Constitution, which mandates provisions for such accommodations in local body polls.

Key Features of the On-the-Spot Voting Mechanism

Eligible polling staff from key urban centres like Itanagar and Pasighat must apply at least three days prior to polling day, submitting their appointment orders to the MRO. Upon verification of identity and electoral roll details, the MRO will:

  • Mark the voter’s name in the electoral rolls.
  • Provide ballot papers for voting in the presence of candidates, agents, or their representatives.
  • Allow ballots to be sealed in envelopes or deposited directly into a ballot box under an Election Duty Certificate (EDC).
  • Retain counterfoils in sealed covers for added security and transparency.

This process applies specifically to municipal elections using Electronic Voting Machines (EVMs) and panchayat polls conducted via ballot papers. MROs have the discretion to designate the exact date, time, and venue for this voting exercise.

Election Snapshot: Scale and Logistics

The simultaneous single-phase elections will cover an expansive grassroots network:

  • Panchayati Raj Institutions (PRI): 27 Zilla Parishads (245 seats), 2,103 Gram Panchayats (8,181 seats), and 2,171 polling stations.
  • Municipal Bodies: Itanagar Municipal Corporation (IMC) with 20 wards and 67 polling stations; Pasighat Municipal Council (PMC) with 8 wards and 12 polling stations.
  • Total Voters: 831,648, with Upper Subansiri leading at 61,142 panchayat voters and Dibang Valley trailing at 4,249.
  • Deployment: Over 40,000 personnel, including 15,000 core polling staff, to ensure smooth operations.

Counting of votes is slated to commence on December 20, 2025, with the entire process concluding by December 23. These polls mark the 12th general elections for PRI since the 1967 NEFA Panchayat Regulation and the third for IMC and PMC.

The shift from postal ballots to on-the-spot voting addresses longstanding concerns over logistical hurdles and potential disenfranchisement of duty-bound staff, who often miss out on exercising their democratic right.
