The Nagaland State Cabinet has launched a comprehensive reassessment of the mechanisms for promoting non-State Civil Service (non-SCS) personnel into the prestigious Indian Administrative Service (IAS) framework, prioritizing clarity and fairness in every step. This proactive step addresses mounting concerns over past selections, aiming to restore confidence among civil servants and reinforce a merit-based system tailored to the state’s unique administrative needs.
In a pivotal deliberation, the Cabinet scrutinized the entire timeline of promotions, spotlighting inconsistencies that have sparked debates within professional circles. A key resolution involves withdrawing the 2024 roster of candidates forwarded to the Union Public Service Commission (UPSC), allowing for a fresh evaluation untainted by earlier oversights.
Delving into the roots, the review uncovered that while an initial directive for such inductions received green light back in 2020, it never evolved into a formalized cabinet-endorsed guideline or public notification. Compounding this, a follow-up issuance in early 2025 bypassed essential endorsements from higher authorities, eroding procedural integrity and fueling perceptions of arbitrariness.
The discourse also weighed in on submissions from influential bodies like the Confederation of All Nagaland State Services Employees’ Association (CANSSEA) and allied groups, directed to both the Department of Personnel and Training (DoPT) and UPSC. A recent UPSC missive flagged gaps in documentation for the 2024 nominees, further underscoring the urgency for rectification.
Embracing a holistic reset, the Cabinet committed to overhauling prior rulings on these elevations, with a laser focus on crafting eligibility benchmarks and vetting protocols grounded in equity and foresight.
