Arunachal Child Rights Commission Cracks Down on Media for Breaching Victim Privacy in Sexual Abuse Scandal

State Panel Mandates FIRs Against Outlets Revealing Identities of Minor Survivors from Mebo School, Enforces Strict POCSO Compliance

The Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) has issued a stern directive to law enforcement, compelling them to initiate criminal proceedings against media houses and private individuals caught exposing the personal details of young sexual abuse survivors linked to Sanggo Residential School in Mebo, East Siang district.

Acting on its own initiative, the commission flagged widespread circulation of compromising videos, images, and reports across platforms like Facebook, YouTube, and WhatsApp. Among the flagged violators is the channel “Satik Samachar,” which stands accused of flouting critical safeguards.

These breaches contravene key provisions under Section 23 of the Protection of Children from Sexual Offences (POCSO) Act, Section 74 of the Juvenile Justice Act, and Section 72 of the Bharatiya Nyaya Sanhita. Landmark Supreme Court rulings, such as Nipun Saxena v. Union of India and Kinnori Ghosh v. Union of India, have firmly established that such exposures infringe on fundamental rights enshrined in Article 21 of the Constitution, underscoring the imperative for absolute anonymity in child victim cases.

In a decisive move, the Superintendent of Police for East Siang has been tasked with pinpointing every media entity, online platform, and person involved in disseminating the sensitive information. This includes filing First Information Reports (FIRs) against all perpetrators, with editors, publishers, owners, and staff held collectively responsible under POCSO mandates.

Offenders risk severe repercussions, including jail terms spanning six months to two years and monetary penalties reaching up to Rs 2,00,000, tailored to the specific legal breach. The commission has made it clear: no leniency for those endangering child privacy through reckless reporting.

Media organizations implicated must scrub all offending material—be it videos, photos, or articles—from their channels within a tight 24-hour window upon notification. Social media giants like Facebook and YouTube face parallel orders to expeditiously delete content, disable related links, and implement barriers against future uploads.

To streamline enforcement, the District Magistrate is overseeing police collaboration and dispatching binding instructions to local media outlets on upholding victim confidentiality protocols. Meanwhile, the Director of Information and Public Relations will roll out a comprehensive statewide bulletin, reinforcing the blanket ban on identity disclosures in child abuse narratives.

Authorities handling the probe are urged to adopt trauma-informed, child-centric methods, shielding survivors from media intrusion while arranging essential psychological support. All stakeholders must furnish detailed progress updates within 72 hours, covering FIR filings, compliance measures, and inventories of liable parties.

Under the leadership of Chairperson Ratan Anya, the APSCPCR retains authority to escalate matters to the High Court for escalated oversight and to propose sanctions against any officials remiss in their duties. “Any failure to comply shall result in criminal prosecution, penalties and potential contempt proceedings,” the order emphatically warns.

Further bolstering prevention, the District Magistrate will spearhead awareness sessions for journalists, officers, educators, legal experts, and local influencers, demystifying legal shields for child survivors and fostering a culture of ethical media practices.

This aggressive stance signals a pivotal shift toward fortified child protection in Arunachal Pradesh, prioritizing survivor dignity amid rising calls for media accountability in sensitive abuse reports.
