When a Chief Minister sits down with villagers from the frontier, it means something. Especially when Chinese troops are allegedly walking closer to their doorsteps.
Arunachal Pradesh Chief Minister Pema Khandu, on Tuesday, August 11, met representatives of the Mra Welfare Society of Upper Subansiri district and made a statement that cuts straight to the point — border communities are the “first line of strength,” and their security, welfare and development must always come first. Simple words. But they carried enormous weight given what’s been unfolding in the Taksing sector, just kilometres from the Line of Actual Control.
A Meeting That Wasn’t Just Courtesy
This wasn’t a routine sit-down. The Mra Welfare Society came with real concerns — crumbling connectivity, absent infrastructure and the quietly suffocating isolation of living in one of the most strategically sensitive corners of India. Khandu took note. “Our border communities are our first line of strength. Their security, welfare and development must come first,” he wrote on social media after the meeting. In a political climate where border issues often get buried under bureaucratic language, that kind of directness matters.
The PLA Allegation That Shook Taksing
The backdrop to all this is deeply concerning. The Nah Welfare Society (NWS) alleged that Chinese People’s Liberation Army personnel moved towards areas near Yaja and Togo villages, advancing towards Pukar La and Ollo — coming within around 15–16 km of local settlements through the Ollo stream. They also claimed increased Indian Army deployment in response and alleged that both sides’ troops came into contact. That’s not a minor claim. That’s the kind of allegation that keeps people up at night — especially those who actually live there.
The Indian Army, however, rejected the allegations of fresh Chinese encroachment, calling such reports “incorrect and without any basis.” The state government, meanwhile, had urged people not to spread unverified information. Khandu himself had earlier said he would personally speak to the Army and invite NWS members to verify the matter on the ground.
A Controversy With Deep Roots
The controversy first surfaced in June when the NWS submitted a representation to the Upper Subansiri district administration, alleging that PLA personnel had expanded their presence around Taksing — including areas like Oying in the Asaphila region, Paniar, Marpan, Potrang and Tindingtang. They further alleged that roads, bridges and military camps had been built in areas where local communities traditionally hunted, grazed livestock and collected forest produce. Lands that generations of border residents have known as their own.
Adding political fuel to the fire, the People’s Party of Arunachal released findings from a four-member fact-finding committee that described the alleged PLA intrusions in the Taksing area as “inexplicable yet irrefutable.” That’s the kind of language that doesn’t get walked back easily.
Development Is Also Defence
What Khandu’s meeting ultimately signals is something India’s security planners have long known but governments have been slow to act on — that roads, hospitals, schools and strong connectivity in frontier villages are not just welfare measures. They are national security investments. A border community that is well-served, well-connected and well-heard won’t abandon its land. And that presence — human, rooted, generational — is something no military infrastructure alone can replace.
The people of Taksing and Upper Subansiri aren’t just living on the edge of India. They are the edge of India. And right now, they’re waiting to see if words translate into action.
