Authorities in Arunachal Pradesh have cracked a high-profile investment fraud case, arresting a man from Assam accused of duping a businessman of over ₹34.33 crore through sophisticated deception involving forged official documents and fabricated high-level connections.

Key Details of the Fraud Investigation

Naharlagun Police arrested Rishiraj Borkotoky, a 41-year-old resident of Guwahati, Assam, on June 20. The arrest followed a complaint lodged by businessman Rajesh Agarwal, leading to a detailed probe that uncovered an elaborate scheme centered around a proposed Extra Neutral Alcohol (ENA) manufacturing project in Assam.

Police seized five mobile phones and a luxury vehicle worth approximately ₹1.5 crore during the operation. The case was registered at Banderdewa Police Station on June 5 under relevant sections of the Bharatiya Nyaya Sanhita (BNS), 2023, and is being investigated by Sub-Inspector Koj Tada.

How the Alleged Scam Unfolded

According to investigators, Borkotoky allegedly presented himself as a well-connected businessman with influential ties to senior government officials and political leaders. To build credibility, he reportedly used forged documents claiming approval from the Revenue Department under the Union Finance Ministry and the Office of the Cabinet Secretary.

Further probes revealed the use of a fake WhatsApp account featuring the profile picture of Assam’s Chief Minister, along with photographs suggesting close associations with prominent figures. Authorities are also examining an alleged voice call linked to the account to determine if it involved AI generation or voice impersonation.

The complainant, believing these representations, transferred more than ₹34.33 crore to the accused starting from 2022.

Police Action and Ongoing Probe

Following technical surveillance and intelligence gathering, police tracked and apprehended Borkotoky in Guwahati. He was produced before the Judicial Magistrate First Class Court in Yupia and remanded to 10 days of police custody for further questioning.

Forensic examination of seized devices is underway, alongside verification of the authenticity of purported government documents and bank transaction records. Investigators are tracing the money trail, examining links to associates and family members, and working to identify all individuals involved in the alleged conspiracy.

Public Advisory on Investment Safety

Naharlagun Superintendent of Police Dr. Nyelam Nega emphasized the need for caution in investment dealings. He urged citizens to independently verify any claims of government approvals or official connections rather than relying solely on digital communications or social media.

Dr. Nega advised the public to report suspicious investment opportunities to the nearest police station promptly to prevent falling victim to similar frauds.
