The legislative proposals, aimed at improving administrative efficiency and public welfare, were tabled by key state ministers, signaling a focused push for reform.
Deputy Chief Minister Chowna Mein, who oversees the finance, tax, and excise portfolios, presented the Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2025. This bill seeks to refine the state’s GST framework, originally enacted in 2017, to streamline tax administration and boost economic efficiency. Mein also introduced the Arunachal Pradesh Arun Parivar Authority Bill, 2025, in his capacity as the planning and investment minister. This legislation aims to establish a structured system for delivering welfare benefits and services, ensuring transparency and accessibility for residents.
Land Management Minister Balo Raja brought forward the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Bill, an amendment to the 2003 Act of the same name. The proposed changes are designed to bolster mechanisms for reclaiming public property from illegal occupants, addressing a long-standing issue of land management in the state. Meanwhile, Water Resources Minister Biyuram Wahge introduced the Arunachal Pradesh Flood Plain Zoning Bill, 2025, which focuses on regulating development along river floodplains to mitigate flood risks and promote sustainable land use.
The session, which began with an address by the Governor, also paid tribute to the late Mediram Dodum, a former Horticulture and Fisheries Minister who passed away in September 2024. Home Minister Mama Natung eulogized Dodum’s contributions, particularly his role in shaping the bylaws of the Arunachal Pradesh Women Welfare Society in 1979. The Assembly observed a moment of silence in his honor, reflecting on his legacy of social upliftment.
