The Incident That Shook Hapoli

A hotel operator running his business near the Mini Secretariat in Hapoli has been arrested after a 17-year-old girl working as housekeeping staff at his hotel alleged he sexually assaulted her. The accused, originally from Ludhiana in Punjab, was operating the hotel in Lower Subansiri district when the incident allegedly occurred. It’s a case that raises uncomfortable questions — about who we trust with the safety of young, vulnerable workers, especially minors far from home.


What Allegedly Happened on July 31

According to Lower Subansiri Superintendent of Police Keni Bagra, the incident took place on July 31 when the accused allegedly asked the girl to accompany him to make some purchases. While they were travelling together in a car, the accused allegedly made inappropriate advances towards the minor. When she resisted, things turned darker. He allegedly threatened her and warned her not to disclose the incident to anyone. That warning — said to a frightened teenager inside a moving vehicle — tells you everything about how this man allegedly operated. But she didn’t stay silent. She spoke up.


The Girl Fought Back — And Police Acted

The girl later filed a complaint with the police, following which a case was registered against the accused under BNS sections and the POCSO Act. The Protection of Children from Sexual Offences Act exists precisely for moments like this — to make sure that no position of power, no threat, and no silence can shield an alleged perpetrator from accountability. That this young girl chose to come forward despite being threatened is, frankly, an act of real courage.


A Fleeing Accused, A Determined Police Force

The accused didn’t stick around to face the music. He had fled to Ziro, but was subsequently tracked down and arrested from Naharlagun. The distance he tried to put between himself and his alleged crime didn’t matter in the end. Law enforcement traced him and brought him in. SP Keni Bagra and the Lower Subansiri police deserve credit for not letting this case go cold.

This case is a stark reminder that workplaces — even something as seemingly ordinary as a hotel — can become dangerous spaces for minors when left unregulated and unchecked. Employers who hire underage staff have a legal and moral duty of care.
