The Arunachal Pradesh government didn’t waste time. On July 24, 2026, it swept through its administrative corridors and reshuffled a significant number of top IAS and APCS officers across key districts and departments — all with immediate effect.
A Chain of Transfers That Touched Every Corner of the State
The order, issued by the Department of Personnel, triggered a sweeping movement of senior bureaucrats from Papum Pare to Dibang Valley, and from Changlang to Namsai. At the center of it all was IAS officer Mamu Hage of the 2017 batch, who steps in as the new Deputy Commissioner of Papum Pare — one of the state’s most critical administrative jurisdictions. His predecessor, Lobsang Tsering, doesn’t leave the system; he simply slides over to Namsai as DC. These things always work like a chessboard.
Fresh Faces in Key Roles
IAS Ankita Mishra of the 2018 batch, who was holding charge as CEO of HAPDA, Registrar of RERA, and Special Secretary (Industries), has now been posted as Deputy Commissioner of Keyi Panyor, replacing Shweta Nagarkoti. The seat she vacates doesn’t sit empty for long — IAS Vishal Shah of the 2019 batch, previously the DC of Changlang, steps in to take over those industry and regulatory roles. And who fills Changlang? R.D. Thungon of the APCS cadre gets the job. One transfer triggers another, like dominoes in slow motion.
Young Officers, Big Responsibilities
Perhaps the most notable appointment in this round is that of IAS Yashwant Meena. A 2022 batch officer — young, relatively fresh — he has been posted as Deputy Commissioner of Dibang Valley, replacing Bekir Nyorak, who has been asked to report to the Chief Secretary. Dibang Valley is no easy posting. It’s remote, it’s sensitive, and it demands an officer who can handle pressure quietly. Meena’s selection signals the government’s confidence in its newer cadre.
APCS Officers Move into Districts and Departments
The reshuffle wasn’t limited to IAS officers alone. Several APCS officers also found themselves with new assignments. Tom Ratan was posted as DC of Bichom, Likha Tejji moved from ADC of Yachuli to DC of Pakke Kessang, while C.R. Khampa transitioned out of his district role in Namsai to take charge as Tax, Excise and Narcotics Commissioner — a portfolio that carries its own weight in a state constantly battling substance-related challenges. Bopai Puroik, who was DC of Bichom, has been moved to serve as Member Secretary for Puroik Welfare matters. Kanto Danggen of the IAS 2014 batch was additionally given charge of Administrator of the Apex Bank, alongside his existing responsibilities as Secretary for Food, Civil Supplies, Labour and Employment.
What This Reshuffle Really Says
Administrative reshuffles in Arunachal Pradesh are never just about moving names on paper. They reflect priorities, signal intent, and in many cases, quietly correct what wasn’t working before. This one, ordered by the Governor and executed without delay, touches nearly every significant belt of the state — border districts, development agencies, revenue bodies. Whether these new placements bring the “administrative efficiency” the government officially cited remains to be seen. But one thing is clear: the message from Itanagar is that the status quo has a short shelf life.
