Itanagar’s farm sector just got a major shot in the arm. The Arunachal Pradesh Agriculture Marketing Board (APAMB) inked a formal memorandum of understanding with NABARD Consultancy Services Private Limited (NABCONS) on July 16 — a move that could reshape how agricultural schemes are actually delivered to farmers on the ground.
What the MoU Is Really About
This isn’t just another agreement gathering dust on a shelf. Under the deal, NABCONS will function as the Project Monitoring Unit (PMU) for APAMB, overseeing the implementation of various Central Sector Schemes, state government programmes and other agriculture-related projects across Arunachal Pradesh. In plain terms — a technically strong organisation is now tasked with making sure the money meant for farmers actually reaches them and produces results. That’s a meaningful shift.
The Faces Behind the Signing
The MoU was formally signed by NABARD Itanagar General Manager S.V. Ranga Rao and APAMB Chief Executive Officer Okit Palling, in the presence of Agriculture and Horticulture Minister Gabriel D. Wangsu, Agriculture Secretary Samuel Changkija and senior departmental officials. The room was full of the right people. Now comes the harder part — execution.
A Minister Who Spoke Plainly
Addressing the event, Minister Wangsu stressed the need for greater collaboration to accelerate growth in agriculture and horticulture sectors, saying Arunachal Pradesh has immense potential but requires strategies tailored to its unique geography and local conditions. And he didn’t sugarcoat the problem either. He acknowledged that despite producing high-quality agricultural commodities, many farmers continue to face challenges in accessing markets and securing remunerative prices for their produce. That admission matters — because you can’t fix what you won’t name. He also pointed to improving road connectivity, a large farming community and diverse agro-climatic conditions ranging from tropical to temperate regions as significant opportunities for crop diversification and agricultural expansion.
The Technical Muscle NABCONS Brings
Agriculture Secretary Samuel Changkija said NABCONS’ technical support would add value to the state’s development initiatives and called for close institutional coordination to address field-level challenges and ensure the effective execution of ongoing projects. NABCONS, the wholly-owned consultancy arm of NABARD, brings decades of hands-on experience across agriculture, rural development and allied sectors. Pairing that expertise with APAMB’s ground-level mandate could genuinely fill the gap between policy and practice that has long plagued the state’s farming sector. The minister also said the state government is actively working to strengthen digital agriculture systems to improve planning, market access and service delivery.
Arunachal’s farmers have heard big promises before. What makes this partnership worth watching is the accountability it builds in — a dedicated monitoring unit means someone is now responsible for results, not just intentions. Whether that translates to real change in remote villages and difficult terrain is the true test still to come.
