A routine inspection at Naharlagun Railway Station turned ugly on Monday when a heated confrontation broke out between a workers’ union and tender owners — exposing a simmering dispute over who gets to work on Arunachal Pradesh’s railway platforms.

What Sparked the Clash?

Tension gripped Naharlagun Railway Station after members of the All Arunachal Pradesh Railway Construction Loading and Unloading Workers Union clashed with tender owners over the engagement of labourers for railway parcel loading and unloading work. The confrontation wasn’t random. It happened right in the middle of an inspection — when the union came to check how loading and unloading activities were being carried out and found things not to their liking. The dispute specifically involved tender owners Kipa Amosh and Kipa Vivek. What followed was a face-off that quickly threatened to spiral out of control.

Police Rush In, Cool Things Down

Police personnel, led by Papu Hill Police Station Officer-in-Charge Torun Mai, rushed to the spot and intervened to bring the situation under control and prevent further violence. Thankfully, things didn’t go beyond that. OC Torun Mai confirmed that the police responded quickly and were actively mediating between both parties to maintain peace. No injuries or arrests were reported immediately — which, given the intensity of the standoff, is perhaps the only silver lining here.

The Real Issue: Local Jobs and ILP Concerns

This wasn’t just a brawl over a contract. There’s a much deeper frustration behind it. The workers’ union alleged irregularities in the engagement of labourers, raising serious concerns over the employment of non-local workers and compliance with Inner Line Permit (ILP) regulations — claiming that proper procedures were not being followed in the hiring of workers. In a state where the ILP system exists precisely to protect the rights of indigenous people, these aren’t small allegations. They go to the heart of what Arunachal’s residents have long been fighting to protect.

Union President Speaks Out

All Arunachal Pradesh Railway Construction Loading and Unloading Workers Union president Sampa Rebe said the union’s objective is to promote employment opportunities for indigenous youth in railway-related work amid rising unemployment in the state. He took it further, pointing out something that often gets overlooked. Rebe stressed that workers handling luggage and parcel vans should undergo proper verification and be regulated through the union, noting that Naharlagun Railway Station is a key entry point into the state where security remains a major concern. That’s a fair point — a station serving as a gateway to a sensitive border state can’t afford lax checks on who handles goods coming in and going out.

A Bigger Battle That Won’t End Here

For their part, the tender owners stood by their position, saying the clash happened during the union’s inspection of their ongoing operations.
