Arunachal Pradesh Cabinet Approves Major Reforms: Hydropower Incentives, Recruitment Overhaul & Governance Strengthening

Itanagar, Arunachal Pradesh – In a decisive step to accelerate industrial growth, improve public employment processes, and enhance administrative efficiency, the Arunachal Pradesh Cabinet has cleared a series of landmark proposals during its meeting chaired by Chief Minister Pema Khandu. The decisions focus on attracting large-scale hydropower investments, modernizing government recruitment, and streamlining governance structures.

The cabinet’s resolutions are expected to give fresh momentum to the state’s hydropower sector while making public employment more transparent, merit-based, and inclusive.

Major Incentives to Revive & Accelerate Hydropower Projects

To make Arunachal Pradesh more attractive for hydropower developers and revive stalled projects, the cabinet approved a comprehensive incentive package for large hydro projects (above 25 MW):

  • Full reimbursement of State GST (SGST) paid on works, goods, and services during construction phase
  • Exemption from electricity duty for the first 10 years of commercial operation
  • Special single-window clearance mechanism to fast-track approvals
  • Priority allocation of power to local industries and communities

These measures aim to reduce project costs, improve financial viability, and encourage developers to complete ongoing and new hydro schemes faster. With Arunachal possessing one of India’s largest untapped hydropower potentials, the incentives are seen as a game-changer for positioning the state as a clean energy hub in the Northeast.

Landmark Reforms in Government Recruitment Process

The cabinet approved significant changes to make government recruitment more efficient, transparent, and equitable:

  • Introduction of online application and examination system across major departments
  • Mandatory biometric verification at examination centres to eliminate impersonation
  • Increased weightage to local candidates from Arunachal Scheduled Tribes (APST) in line with existing reservation policy
  • Stricter timelines for completion of recruitment processes to reduce delays
  • Creation of a dedicated recruitment cell under APPSC to handle large-scale examinations

These reforms are expected to build greater public trust in the recruitment system, reduce scope for malpractices, and ensure deserving local youth get fair opportunities in government jobs.

Governance Overhaul & Administrative Restructuring

In a bid to make administration more responsive and citizen-centric, the cabinet cleared several structural reforms:

  • Reorganization and rationalization of departments and directorates for better functional clarity
  • Creation of new posts in critical sectors including education, health, tourism, and power
  • Strengthening of district-level administration through additional administrative support
  • Digital dashboard for real-time monitoring of major development projects

These steps aim to reduce bureaucratic delays, improve inter-departmental coordination, and deliver government services more effectively to remote and border areas.

Chief Minister’s Vision for Accelerated Development

Chairing the meeting, Chief Minister Pema Khandu described the decisions as “forward-looking measures that balance rapid development with equity, transparency, and sustainability.”

“The cabinet is committed to creating an investor-friendly environment for hydropower, a fair and efficient recruitment system for our youth, and a responsive administration that serves every citizen of Arunachal Pradesh,” Khandu stated.

The approved proposals will now move to implementation phase, with departments directed to prepare detailed action plans and timelines.
