Yupia: Senior Arunachal Pradesh Civil Service (APCS) officer Lobsang Tsering assumed charge as the Deputy Commissioner of Papum Pare district on March 31, 2026. He succeeds Vishakha Yadav, who has been transferred to New Delhi.

A 1995-batch APCS officer, Lobsang Tsering brings with him a rich administrative experience spanning several key positions. Prior to this posting, he served as Commissioner of Tax, Excise and Narcotics. His earlier roles include Extra Assistant Commissioner (EAC) Itanagar, Additional Deputy Commissioner (ADC) Tawang, and Joint Secretary to the Governor.

Upon his arrival at the district headquarters in Yupia, Tsering was accorded a warm welcome by district administrative officials. In his first interaction with officers, the new Deputy Commissioner emphasised the importance of coordinated efforts, efficient governance, and a strong commitment to public service for the overall development of Papum Pare district.

Officials expressed confidence that Tsering’s vast experience and dynamic leadership would further strengthen administrative machinery and accelerate developmental initiatives in the district, which includes the state capital Itanagar and the rapidly growing urban centre of Naharlagun.

Papum Pare district, being the administrative and commercial hub of Arunachal Pradesh, plays a critical role in the state’s governance and development landscape.
