Arunachal Villagers Sign MoU for Pre-Feasibility Studies on Siang Upper Multipurpose Hydropower Project

In a major step forward for hydropower development in Arunachal Pradesh, a majority of families from three key villages in Upper Siang district have signed Memorandums of Understanding (MoUs) with the state government. The agreements clear the path for detailed pre-feasibility studies and assessments of the ambitious Siang Upper Multipurpose Project (SUMP).

The historic signing took place at the Deputy Commissioner’s bungalow in Yingkiong despite heavy rainfall. In Pugging village alone, 57 out of 70 families (approximately 81%) put their signatures on the documents. Residents from Ramsing and Janbo villages also participated enthusiastically, with many travelling long distances to attend the event.

The MoUs authorise scientific surveys, data collection, and technical evaluations necessary to determine the project’s viability. This follows 18 months of sustained dialogue and community engagement between the government and local stakeholders.

Speaking at the ceremony, Hage Lailang, Joint Secretary (Hydropower), thanked the villagers for their support and urged them to embrace development for the benefit of future generations. Ninnong Ering, Hydropower Advisor and local MLA, described the moment as “historic” and called for continued progress despite external challenges. He praised the proactive spirit of Arunachal’s youth amid geopolitical sensitivities in the border region.

Villager representatives, including Kabit Apang (retired ADC speaking for Ramsing) and Koshang Nopi from the Halleng Village Development Committee, highlighted the importance of proceeding with scientific studies while cautioning against anti-social elements attempting to disrupt the process for personal gain. Halleng village, which had signed earlier, has already received comprehensive livelihood support packages.

The Siang Upper Multipurpose Project is expected to deliver significant long-term benefits, including energy security, improved infrastructure, job creation, and overall socio-economic growth for the region. Once fully assessed and implemented, it could become one of the largest hydropower initiatives in Northeast India.

This development reflects the state government’s continued focus on balancing sustainable energy goals with community consent and local welfare. The successful signing of the MoUs demonstrates growing local support for responsible hydropower development in Arunachal Pradesh.
