Gaon Buras & Gaon Buris Lead Peaceful Polling in Papum Pare for Panchayati Raj Elections 2025

The Panchayati Raj elections in Papum Pare district of Arunachal Pradesh unfolded peacefully, with traditional village elders—Gaon Buras and Gaon Buris—playing a pivotal role in ensuring smooth voting across remote and urban polling stations. Their active involvement in guiding voters, maintaining discipline, and resolving minor issues contributed significantly to the incident-free process in the district.

Papum Pare, home to the state capital complex of Itanagar-Naharlagun, witnessed high voter turnout in both rural and urban areas. The elections covered Gram Panchayats, Anchal Samitis, and Zilla Parishad seats, with polling stations set up in challenging terrains ranging from hilly villages to bustling urban wards.

Key Highlights of the Polls

  • Voter Turnout: Over 80% in many booths, with enthusiastic participation from youth and women.
  • Role of Gaon Buras & Gaon Buris: These respected community elders acted as moral guardians, encouraging peaceful voting, assisting elderly voters, and preventing any disputes. Their presence at polling stations instilled confidence and discipline among voters.
  • Security & Administration: Robust deployment of police and paramilitary forces, combined with effective coordination by district administration, ensured no untoward incidents.
  • Voting Methods: Ballot papers were used for Gram Panchayat and Zilla Parishad seats, while EVMs were deployed in urban areas (Itanagar Municipal Corporation).
  • Contested Seats: Several seats saw competitive polling, while others were uncontested with candidates elected unopposed.

District Election Officer (Panchayati Raj) Vishakha Yadav praised the community’s maturity:

“The elections passed off peacefully with commendable cooperation from voters, candidates, and traditional leaders. The Gaon Buras and Gaon Buris played a crucial role in maintaining harmony.”

Post-Poll Process

Counting of votes is scheduled for December 20, 2025, with results expected the same day. The newly elected representatives will focus on grassroots development, including rural infrastructure, water supply, education, health, and women’s empowerment.

The peaceful conduct in Papum Pare aligns with the statewide trend, where the Model Code of Conduct has been strictly enforced since November 15. The State Election Commission (SEC) has commended the district administration for efficient management and adherence to guidelines.

As Arunachal Pradesh strengthens its decentralised governance, the exemplary role of traditional leaders in these elections highlights the unique blend of customary wisdom and modern democracy in the state.
