Kamrup Rabha Students’ Union Raises Alarm Over Stalled Tripartite Dialogue on RHAC’s Sixth Schedule Inclusion

Symbolic Groundbreaking Ceremony Highlights Community Resolve and Frustration with Government Delays in Assam’s Indigenous Welfare Push

In a vibrant display of solidarity, the Kamrup District Rabha Students’ Union, alongside the Rabha Mahila Parishad and the Sixth Schedule Demand Committee, marked a significant milestone with the ceremonial installation of a foundation post for their forthcoming joint conclave. Held at the Milaghat playground in Bamunigaon within the Boko-Chaygaon area, the event underscored the deepening collaboration among Rabha groups to amplify their voices on pressing socioeconomic concerns.

The symbolic pillar, generously donated by residents of Ouphula village, was transported over a kilometer to the site amid enthusiastic public involvement, spearheaded by the Rabha Students’ Union. This collective effort not only symbolized physical groundwork but also embodied the surging momentum toward unified advocacy for Rabha interests, drawing crowds eager to contribute to the cause.

The gathering attracted a constellation of influential leaders, featuring Kamrup District Rabha Students’ Union president Ananda Rabha, general secretary Ashok Nongbak, vice-president Namal Kumar Rava, and key executives from the Rabha Hasong Autonomous Council (RHAC) such as Aditya Rabha, Nagarmal Swargiary, Ajit Rabha, and Minati Boro. Adding to the roster were All Rabha Students’ Union (ARSU) vice-president Pradip Rabha, Kamrup District Rabha Mahila Parishad president Lalita Rabha, and reception committee convenors Mahendra Mohan Das and Lakhikanta Rava.

Amid the festivities, discussions pivoted to a lingering grievance: the protracted delay in convening a crucial tripartite forum involving the Union Home Ministry, the Assam state government, and Rabha representatives. This pivotal meeting, initially pledged to address RHAC’s potential incorporation under the Sixth Schedule of the Constitution, remains in limbo despite earlier commitments from Chief Minister Himanta Biswa Sarma for a timely resolution.

Ananda Rabha, addressing the assembly with palpable urgency, lamented the inaction and reaffirmed the community’s steadfast pursuit of this constitutional safeguard. “The inclusion under the Sixth Schedule is more than a policy shift—it’s a lifeline for preserving our cultural autonomy and fostering equitable development,” he asserted, signaling that the upcoming two-day session would dedicate substantial time to strategizing next steps on this front.

This ceremonial prelude not only galvanizes Rabha stakeholders but also spotlights the broader quest for indigenous empowerment in Assam, where such delays risk eroding trust in governmental assurances. As preparations intensify for the joint forum, the event serves as a clarion call for accelerated dialogue, ensuring that Rabha aspirations for self-governance and resource control take center stage in the state’s evolving narrative.
