Arunachal Pradesh Child Rights Commission Presents Welfare Proposals to Chief Minister

– The Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) met with Chief Minister Pema Khandu on Thursday to submit a comprehensive set of recommendations aimed at enhancing child welfare across the state. The meeting focused on addressing critical issues affecting children, including education, healthcare, safety, and protection from abuse and substance addiction.

During the discussion, APSCPCR Chairperson Ratan Anya emphasized the urgent need to enforce Section 12 of the Right to Education (RTE) Act, 2009, which mandates that private unaided schools reserve at least 25% of their seats for students from economically weaker sections, providing them with free and compulsory education. The commission also called for the activation of a grievance redressal system under Section 32 of the RTE Act to tackle violations of child rights in educational institutions.

The commission’s recommendations extended beyond education, touching on broader welfare concerns. It proposed the development of state-wide guidelines to establish anti-bullying committees in schools, with mandatory implementation set to begin in the 2025-26 academic year. Additionally, the APSCPCR urged the revival of Prahari Clubs in schools to combat drug and substance abuse among students, highlighting the growing need for preventive measures.

In a bid to support children with special needs, the commission advocated for the appointment of developmental pediatricians and support staff to enable early detection and treatment of intellectual disabilities. It also suggested the creation of child development centers across Arunachal Pradesh to foster the holistic growth of children with special needs.

The meeting coincided with a recent state cabinet decision to expand the Chief Minister’s Bal Seva scheme, a move welcomed by the APSCPCR. Under the expanded program, all registered orphan children and those living in childcare institutions will now receive monthly financial assistance of ₹1,500, a step aimed at improving their quality of life.

Chief Minister Pema Khandu expressed appreciation for the commission’s efforts, noting that the recommendations would play a vital role in shaping policies to safeguard the state’s children. The proposals are expected to guide future initiatives as the government works to strengthen child welfare systems in Arunachal Pradesh.
