Financial Constraints Delay Meghalaya’s Smart Meter Initiative

Meghalaya’s ambitious plan to install smart electric meters across households has encountered significant delays due to financial challenges. The state’s Power Minister, Abu Taher Mondal, has approached the central government, seeking additional funds to bridge the financial gap and ensure the project’s successful implementation.

Specifically, out of the total project cost of Rs 232 crore, Rs 78 crore is designated solely for software, while an additional Rs 22 crore is earmarked for a two-year operation and maintenance contract. These allocations have raised concerns about the project’s financial feasibility.

Government’s Appeal for Additional Funds

In response to the financial shortfall, Minister Mondal has urged the Union Power Minister to increase the subsidy per meter. He emphasized that without this additional support, the extra costs might be transferred to consumers or absorbed by the state’s power utility, potentially undermining the project’s objectives.

Concerns Over Procurement Costs

The project has faced scrutiny over the procurement costs of the smart meters. Allegations have surfaced suggesting that the state is paying significantly more than market rates for these devices. Former Chief Minister Mukul Sangma highlighted a discrepancy of Rs 137.55 crore between the price paid by the government and the market price, prompting calls for an inquiry into potential financial irregularities.
